There is pure sunlight from above, implied to be more than one pool, and overgrown plants and ivy scaling the walls. The Emperors Palace, or simply Palace, once ruled by the Emperor Tao-tsun, was revealed to be hidden behind the citys Temple. The area seems to be in an abode between middle-eastern architecture. Ministers here claim to be solving the issue caused by the fog, but as the player joins the investigation here, it's unclear whether the ministers are charlatan, and only claiming to help citizens while spreading the illness themselves. The Foggy Oasis is neither very foggy nor a sandy oasis, but it is actually a sanatorium and spa, staged to cure the residents of Upper City from a rampant sleep fever.
